The Harmonized System Code


The OSR provides climate impact data and uses the Harmonized System (HS) nomenclature of the World Customs Organization (WCO). The HS is applied by most trading nations as an established standard tool for classifying all tradable products. It comprises more than 97 chapters and over 5.000 commodity groups. Its well-defined rules achieve a uniform classification that meets the requirements of the Common Customs Tariff and the EU’s external trade statistics. By publishing climate impact data and linking this to the HS nomenclature, the OSR seeks to enable international comparability on a product level. The HS is used by governments, international organizations and the private sector for many purposes such as trade policies, freight tariffs, price monitoring and transport statistics. These stakeholders will benefit from the OSR and the added value of comparable climate impact data. It will become a strong tool to protect European competition and the data base for a CO2 import tax. Both standards – the OSR in combination with the HS – create transparency for all parties involved: consumers can align their consumption behaviour and compare it with the standard; industries can make their sustainability efforts publicly visible and generate competitive advantages; government institutions can monitor their sustainability goals and adapt their measures accordingly.
